That does not mean every loaded container ship is universally prohibited from leaving the berth until every lashing operation is complete. Transport Canada notes that the explicit SOLAS “before leaving the berth” requirement applies to cargo units in ro-ro cargo spaces; for non-ro-ro spaces, the applicable process depends on the approved Cargo Securing Manual and the vessel’s safety management procedures. What Post-Loading Lashing Checks Need to Establish
Post-loading lashing checks are not a single visual pass with a universal checklist. The approved securing basis
The approved Cargo Securing Manual is the controlling reference for the particular vessel. The inspection scope extends beyond confirming that securing equipment is present. An observed issue can therefore require more than an immediate physical adjustment: its status may also need to be handled through the applicable onboard process before operational readiness is confirmed. The relevant ETA signal is not simply that an inspection has started or ended. It is whether the applicable checks have established conformity, identified an open deficiency, or moved the vessel into a correction-and-reinspection sequence.
How Lashing Rework and Reinspection Extend the Hold
An identified deficiency does not define a fixed additional delay. It changes the vessel’s status from a completed initial check to an open correction sequence whose scope and completion still need to be established under the applicable shipboard process.
Targeted correction rather than a new loading cycle
Lashing rework addresses the item that failed verification; it does not automatically mean that the entire loading cycle restarts. Depending on the observed condition and the vessel-specific securing basis, the open action may involve correcting an arrangement, servicing equipment, or rejecting and replacing a securing device. IMO guidance supports this distinction by calling for onboard procedures that cover the acceptance, maintenance, repair and rejection of cargo-securing devices, while AMSA stresses regular inspection and maintenance of securing equipment. The operational unknown is the scope of the open action. A single recorded item and a wider pattern of deficiencies should not be assigned the same assumed completion time. Until that scope is known, the departure estimate remains conditional rather than firm.
Reinspection as a separate milestone
Correction and verification are separate ETA signals. Completion of physical work shows that an action has been taken; it does not by itself show that the corrected condition has been accepted through the applicable process. A lashing deficiency reinspection may therefore become the next observable milestone before operational readiness can be updated.
For ETA tracking, the useful sequence is: deficiency recorded, corrective action completed, corrected condition rechecked, and readiness status updated. This is an analytical sequence, not a universal rule about who performs each step or how long it takes. The hold should be treated as open until the latest confirmed status moves beyond correction and reinspection—not merely because work has been reported underway.
Revise Sailing ETA Before Updating Container Delivery ETA
A useful ETA revision starts with the status that has actually been observed, not with a guessed completion time. During a container lashing inspection delay, the first task is to identify the latest confirmed operational milestone and keep every later milestone explicitly estimated.
Separate observed status from estimated milestones
Treat each update according to what it establishes:

Build scenario ranges around the unknowns
Use scenarios when the completion path is still open. An earliest case assumes that the identified correction is completed and accepted without another open item. A later case allows for additional correction or another verification cycle. If the deficiency scope itself is not confirmed, retain a wider uncertainty range rather than inserting an unsupported duration.
Each scenario should name its dependency. For example: “earliest departure after corrected condition is rechecked” is more informative than a standalone timestamp because it shows what must change before the estimate can tighten. As new observations arrive, retire scenarios that no longer fit and narrow the window around the remaining path.
Propagate the revised sailing window downstream
Update the sailing estimate first. Then carry that window—not a single unconfirmed time—through the remaining transport chain. Review any dependent port call, transshipment connection, terminal release estimate and inland delivery appointment against both the earlier and later sailing cases.
The downstream delivery ETA should remain a range while the departure milestone is unresolved. Once a confirmed operational update replaces the open lashing status, recalculate from that point and distinguish the new estimate from any previously communicated schedule. This keeps the delivery view aligned with evidence rather than with the original plan.
Where Transport-Delay Event Contracts Fit
A lashing hold is an operational input to transport-delay analysis, but it is not automatically a contract-resolution event.
